Investigation report: Operation Beaufort
This investigation concerning allegations of racist awards within the Territory Response Group (TRG), tactical unit of the Northern Territory Police Force (NTPF) finds evidence of historical racism between 2007 and 2015, but not since. It also investigated potential criminal misconduct by five officers in testimony related to thee awards, finding no admissible evidence of criminal offence by the officers.
The investigation, known as Operation Beaufort, was initiated in response to allegations of systemic racism in the TRG made by former Constable Zachary Rolfe during a coronial inquest. Rolfe claimed members of the TRG gave internal awards which were in their name and content overtly racist towards First Nations people.
The Operation Beaufort investigation enquired into whether a) members of the TRG at any time in the past 12 years issued awards that are objectively racist, and b) whether statutory declarations prepared by five members of the TRG contained falseinformation and if so, whether, the deponents to those declarations knew that to be the case.
The author concludes that there is no utility in investigating this matter any further, and that the investigation should be closed, with future efforts directed instead towards preventing any such conduct in the future.
