The National Disability Insurance Scheme (NDIS) has transformed the lives of hundreds of thousands of Australians with disability and their families, and the broader disability community. As the NDIS has grown, so too has the responsibility to ensure it remains safe, sustainable and trusted. The integrity of the scheme is fundamental to its success.

This inquiry considered the measures required to further strengthen the integrity of the NDIS, maintain public trust, safeguard participants and ensure people with disability continue to access high-quality supports.

A significant shift occurred in recent years with the recognition that integrity risks within the NDIS were not limited to isolated instances of non-compliance but increasingly involved serious and organised attempts to exploit the scheme. 

The recommendations contained in this report are guided by five key themes: 

  • strengthening protections and safeguards for participants
  • a continued focus on improving provider accountability and oversight
  • further enhancing fraud prevention, detection and enforcement
  • improving transparency, information sharing and system capability
  • supporting a sustainable, high-quality NDIS market.

These themes reflect the consistent evidence provided to the committee by people with disability, families, advocates, providers, workers, regulators, experts and government agencies throughout the inquiry.
