This is the second Report in a series that has been prepared at the request of the Council of Australian Governments. It aims to provide indicators of Indigenous disadvantage ‘that are of relevance to all governments and Indigenous stakeholders, and that can demonstrate the impact of programme and policy interventions'.

Like the first Report, the focus is on those areas in which governments have the greatest capacity to change things for the better in the short and long term. It is wide ranging in the scope of its reporting and has, as a fundamental premise, that prevention is a far better strategy for reducing disadvantage than ‘fixing up’.
