It benchmarks each state and territory according to four themes based on the objectives of the National planning reform blueprint. No jurisdiction scored greater than 3 out of 5 on their planning reforms.

Taxation of housing and its impact on supply


This report examines the role of taxation settings affecting housing investment in Australia, noting that housing is one of the most heavily taxed items in the economy. It proposes that governments need to first fix housing supply, not seek to increase tax imposts on housing supply.
Position paper

Let's build 2025


In anticipation of the 2025 federal election this paper argues that delivery of housing for all Australians in cities and regions must be made a national priority. The paper offers a number of proposals to: address skill shortages, remove the barriers to housing supply and establish financial settings to encourage home ownership.

HIA housing policy scoreboard


This scoreboard ranks and benchmarks each State and Territory by their ability to counter critical housing supply issues, in particular in reference to the goals set out in the 2022 National Housing Accord. Ten policies and mechanisms contribute to the ranking. South Australia leads the ranks, with the Australian Capital Territory ranked lowest.
