This scoreboard ranks and benchmarks each State and Territory by their ability to counter critical housing supply issues, in particular in reference to the goals set out in the 2022 National Housing Accord. 

Ten policies and mechanisms contribute to the ranking, each of them either proven successful or an innovative new solution deemed likely to substantially improve supply. 

  1. New housing targets
  2. First home buyer stamp duty exemption
  3. Stamp duty exemption on new housing
  4. Fast-tracked land release program
  5. Investment in residential building trades
  6. First homeowner grant
  7. First home buyer shared equity scheme
  8. Fast-tracked development approvals
  9. Land supply dashboard
  10. Social housing targets and investment

Each state is assessed on whether the policy is currently in existence in the jurisdiction, or alternatively, whether there is a record of a publicly stated commitment to introduce the policy in the near-term. The ranking of the states and territories is:

  1. South Australia (9/10)
  2. Western Australia (8/10)
  3. Victoria, Tasmania and New South Wales (6/10
  4. Queensland and the Northern Territory (5/10)
  5. Australian Capital Territory (4/10)
