This inquiry was a first for the New South Wales Legislative Council, ensuring that parliamentary scrutiny of the government's response to the COVID-19 pandemic continued at various times in 2020, 2021 and 2022 when the Legislative Council itself was either unable or not scheduled to sit.

It also covered trends in energy supply and exports, including investment and other financial arrangements, and effects on regional communities, water security, the environment and public health.

This report highlights that the current arrangements for reviewing deaths in custody are complex, with many of the functions overlapping across a number of different oversight bodies, and not one lead body to coordinate an effective approach.

The findings from this inquiry have cast real doubt upon Crown Resorts' suitability to hold a gaming licence in New South Wales. It remains to be seen how the Victorian and Western Australian governments will react, given that Crown currently operates casinos in both states.
