The goal of the project is to enhance the management and sustainable use of marine resources for the benefit of all Cook Islanders. The purpose of the project is to build the capacity of MMR and related agencies to ensure that Cook Islands marine resources are sustainably managed. MMR was identified as the executing agency.

Development of the Vanuatu Education Sector Strategy (VESS) has been led by the Ministry of Education (MoE), which used a broad, consultative approach. The Council of Ministers (CoM) approved the general directions of the VESS in April 2007.

The NZAID Small Project Scheme for Vanuatu has been in operation for more than five years. It is timely to review how well the scheme fits with the aims and priorities of the NZAID Vanuatu Development Programme Strategy and what its development impact has been.

VSA has received a significant proportion of its budget from the New Zealand government since it commenced operation in 1962. This review is one of a series taking place approximately every four years and was carried out to assess the extent to which VSA is fulfilling the purposes outlined in the Comprehensive Funding Arrangement (2003-07).
