Renters in Brisbane, Australia, particularly those on low incomes, are continuing to face the dual challenges of extremely limited availability and lack of affordability of rental housing. This report aims to document the lived experience of those on a low income who have no choice but to compete for these few properties.

This paper argued that community development can inform service delivery models and telecommunications policy to establish appropriate telecommunications for rural and remote communities.
