Research infrastructures are long-term enterprises. They are increasingly diverse in nature, may operate under very different models of governance and financing, and within diverse and evolving financial and political contexts. They represent strategic investments which are indispensable for enabling and developing research in all scientific domains and also often have broader socio-economic impacts.

This document outlines COAR’s vision of positioning repositories as the foundation for a distributed, globally networked infrastructure for scholarly communication, on top of which layers of value added services will be deployed, thereby transforming the system, making it more research-centric, open to and supportive of innovation, while also collectively managed by the scholarly community.

This report, which examines global attitudes towards open data in 2017, includes survey results from 2,300 respondents and a collection of articles from industry experts. Its key finding is that open data has become more embedded in the research community.
