The annual report assesses the Commonwealth’s delivery against actions outlined in the 2025 implementation plan. It highlights what the Commonwealth delivered in 2025 and outlines implementation priorities for 2026 to contribute to achieving the outcomes of the National Agreement on Closing the Gap. The report includes case studies on outstanding programs, services and initiatives.

Progress in Closing the Gap has been slow. The National Agreement on Closing the Gap includes 17 socio-economic outcome areas with 19 targets. This audit focuses on activities related to the three outcome areas for schooling and early childhood development, which comprise Targets 3, 4 and 5. It provides four recommendations.

This literature review is written for teachers, school leaders and teacher educators who are working to strengthen culturally responsive schooling in Australia. The review brings together three interconnected fields of scholarship: culturally responsive pedagogies, critical action research and educational leadership, to develop a coherent conceptual foundation for an Australian approach to culturally responsive schooling.

The report provides a detailed snapshot of foundation skills proficiency – literacy, numeracy and digital capability – among Australian adults who engage with government-funded programs and vocational education and training, with a particular focus on four priority groups: women, First Nations people, people from culturally and linguistically diverse backgrounds, and people living with disability.
