PricewaterhouseCoopers Indigenous Consulting (PIC) was appointed in February 2017 by the Department of the Prime Minister and Cabinet to undertake this review of Indigenous Advancement Strategy (IAS) funded secondary school scholarships.

The purpose of the research is to evaluate the implementation of the expansion measure and the extent to which the expansion is contributing to the achievement of its objective to encourage positive outcomes for an additional 3,000 Aboriginal and Torres Strait Islander boys.

The Strong Foundations Kununurra education strategy provides direction towards strong and positive outcomes for Aboriginal children and their learning journey, in Kununurra over the next five years. This was developed over 6 months by Aboriginal leaders and Aboriginal organisations.

The evidence presented in this discussion paper suggests that the capacity of our school system to act as catalyst for inclusion, equity and opportunity for Indigenous students is weakening. Rather than being places which bring people and communities together, evidence suggests that schools are yet another place where children grow further apart.
