This report, produced by APSI in partnership with Australia’s Cyber and Critical Technology Cooperation Program and the UK Foreign, Commonwealth and Development Office, is the result of a multi-year cyber-capacity building program focused on supporting the effective implementation of UN norms throughout ASEAN.

This report examines the evolution of US interests in key Asian regional multilateral groupings throughout the Clinton, George W. Bush, Obama and Trump Administrations. It argues that two key interests, namely commitment to advancing regional economic integration, and to deepening political-security cooperation through regional institutions, have evolved substantially since the 1990s.

In this report, the authors assess the security situation in Myanmar, ASEAN’s collective response and the individual roles of key ASEAN member states in the mediating process. The report concludes with some policy implications for the wider region, particularly Australia.

Southeast Asian governments – which are badly affected by the pandemic – have been the leading recipients of Chinese aid. It comes at a time when ASEAN is attempting to reappraise its position with respect to the US and China, given accelerating competition between the two powers.

The ASEAN Outlook on the Indo-Pacific (AOIP) is a defensive attempt at reasserting ASEAN centrality, and the importance of engaging smaller and middle powers of Asia. But instead of just asserting centrality, this paper argues that ASEAN should also achieve and earn a pivotal role in shaping the emerging 21st-century order in the Indo-Pacific.
