This interim report details an evaluation of a Payment By Outcomes (PBO) trial – an initiative that trials outcomes-based funding for employment services that support people experiencing complex barriers to work. This first report spans the trial initiation, design, development and implementation in the first year of service delivery.

This project adapts the Work Integration Social Enterprise (WISE) model for the disability sector, and identifies factors that facilitate and inhibit pathways to employment.

This report shows that employment-focused social enterprises are playing a critical role in improving the lives of disadvantaged Australians by offering a people-centred approach to employment support services.

This study focused on the perceptions and perspectives of people with intellectual disability working in open employment with support from Disability Employment Services (DES); supported employment through Australian Disability Enterprises (ADEs); and social enterprise employment.
