There’s a new problem emerging in Australian defence matters. Future governments trying to convince Australian society of the need to take actions offshore can now face interference from external parties operating domestically online. The proliferation globally of modern information technologies has opened up new opportunities for external state and non-state actors to meddle.

Almost all modern military engagements rely on space-based assets, but cyber vulnerabilities can undermine confidence in the performance of strategic systems. This paper evaluates the threats, vulnerabilities and consequences of cyber risks to strategic systems.

Australian researchers performed the risk mapping for the eastern Indian Ocean. French researchers will produce a risk assessment for the western Indian Ocean in 2020.
