This report examines whether public service bodies have policies, guidance materials and practices in place throughout the employee lifecycle to build a capable and high-performing workforce. It was found they do, but the Victorian Public Sector Commission does not have a systematic development or review process to ensure its guidance reflects better practice.

It is supported by a set of National Science and Research Priorities and lists five imperatives that will shape Australian science investment over the next decade.
