Description
The purpose of this review is to better understand how the NZ Public-Private Partnership (PPP) Model has operated in practice across the assets and related services procured over the last decade. In doing so, the review seeks to derive lessons that could be applied to the future procurement of major infrastructure projects as well as the management of the existing PPP projects during their operating periods.
Key Recommendations:
- Development of additional guidance by the Commission for Procuring Entities to provide greater direction on implementing aspects of the Model and ensure there is consistency of approach across projects.
- Amendments and updates of the Standard Form Project Agreement for future projects to incorporate the lessons identified from the existing projects.
- Supporting the sharing of lessons across Procuring Entities to ensure that ongoing on-the-ground experiences in managing PPPs are shared.
