Social impact bonds (SIBs) bring together the public, private, and not-for-profit sectors to deliver programs that tackle pervasive social issues. This is done by linking government payments to the achievement of agreed social outcomes. 

The Victorian Government’s Partnerships Addressing Disadvantage (PADs) initiative are social impact investments that tackle complex social issues through outcomes-based partnerships. The Victorian Government Department of Treasury and Finance engaged Social Ventures Australia to provide guidance about how to help service providers build deeper capabilities, engage investors and participate in PADs.
