This report provides nationwide insight into general practitioner (GP) billing arrangements across multiple years.  It tracks trends in the percentage of available clinics that bulk bill and out-of-pocket costs since the start of 2023, showing concerning trends for healthcare accessibility in Australia.

The report details the aggregate national billing and availability data from 6,925 Australian GP clinics between October 2024 and January 2025.

Findings

• The national bulk billing rate has fallen by almost 15 percentage points in the last two years to 21%. 
• Almost 80% of available GPs no longer offer bulk billing to adult patients, resulting in higher out-of-pocket payments than at the start of 2023.
• The remaining bulk billing clinics are largely concentrated in New South Wales.
• Western Australia now has one available bulk billing clinic for every 46,639 adults.
• There are no longer clinics available to bulk bill new patients in Tasmania.
• For adults who cannot access bulk billing, average out-of-pocket costs are climbing at an accelerating rate.
• Over 1.5 million Australians did not see a GP in 2023–24 because of cost concerns.
