This research quantifies the cost and scope of the $213 million annual compliance, regulatory and red tape burden on the productivity and profitability of Australian vegetable growers. The report identifies numerous opportunities to substantially reduce compliance costs and makes 34 recommendations for change. It proposes the establishment of a taskforce to urgently consider and implement the recommendations to remove complexity, cost and duplication from the current system.

The report recognises that robust compliance requirements – particularly regarding the management and reporting of critical areas such as food safety, product quality, and workplace health and safety – are essential to safeguarding both the industry and consumers.

  • The total cost of compliance for vegetable growers has ballooned to an estimated $213 million in the 2025 financial year.
  • Compliance costs now represent 4% of total vegetable growing business’ operating costs (excluding interest and depreciation).
  • A 25% reduction in compliance costs would equate to savings of approximately $53 million per annum across the industry.
  • Almost 9 in 10 growers reported negative impacts of compliance audits on stress levels and mental wellbeing.
  • Major challenges identified mainly relate to duplication of effort and other process inefficiencies.
