Description

This evaluation of the Mobile Black Spot Program (MBSP) examined how effectively it delivered its policy intent and program objectives. Using mixed methods, it assessed implementation, appropriateness, effectiveness and identified lessons for future program and policy design. The evaluation produced 5 recommendations to strengthen future program delivery.

MBSP was established in 2014 to improve mobile coverage in regional, rural and remote areas of Australia. The program provides grant funding to mobile network operators and infrastructure providers to co-invest in the construction of base stations in areas with limited or no mobile coverage. 

Recommendations

  1. As part of future program design and delivery, the department should consider a program reset within the context of a strategic national frame, using systems thinking and a co-design approach.
  2. Extend timeframes for grant rounds and calibrate departmental resourcing accordingly.
  3. Conduct the grant applications and assessment process as a two-stage approach.
  4. Develop a monitoring and evaluation framework in consultation with grantees and co-funding partners.
  5. Strengthen the program’s approach to raising awareness and recognise the Government’s commitment to increasing connectivity among communities in need.
