This consultation paper contains a detailed analysis of the operation of defensive homicide. This includes an examination of the 28 defensive homicide convictions since the introduction of the offence, three of which involved a female accused.

The paper also presents a number of related proposals to improve the effectiveness of the criminal justice system, including reform of the operation of self-defence and evidence laws. The paper includes draft proposals for possible legislation in this area to assist in consideration of the issues raised.
