The decision by the United Nations General Assembly in December 20011 to establish the Ad Hoc Committee on a Comprehensive and Integral International Convention on Protection and Promotion of the Rights and Dignity of Persons with Disabilities represents an important step on the path towards the adoption of a new convention on the human rights of persons with disabilities. In this paper Professor Andrew Byrnes examines some of the issues of strategy, substance and procedure that will need to be addressed during the process of working towards a convention.
