Though coal, oil, and gas are the central drivers of climate change, they are rarely the subject of international climate policy and negotiations. This report aims to expand that discourse and provide a metric for assessing how far the world is from production levels that are consistent with global climate goals.

This report provides a statistical methodology for measuring fossil fuel subsidies, aimed at guiding countries on collecting data that will help evaluate the progress towards phasing out inefficient fossil fuel subsidies.

Some G20 governments have made progress in shifting at least some support away from fossil fuels and increasing their taxation. This working paper has brought together examples illustrating how reforms can be enabled and implemented to align the flows of public money with the Paris Agreement and SDGs.
