This report examines Revenue NSW’s conduct in its design and use of its garnishee order system for recovering unpaid fines and other state debts since 2016. The investigation looked at whether decisions produced by the garnishee order system complied with the legislation that gives Revenue NSW the power to issue garnishee orders.

This mapping report is a special report under section 31 of the Ombudsman Act 1974, and an initiative by the NSW Ombudsman to increase visibility in the use of automated decision-making systems (ADM systems) across the New South Wales public sector.

Machinery of government (MoG) changes occur when the government decides to change the way responsibilities are allocated and structured across departments and other public service agencies. This paper highlight aspects of MoG changes that relate to agencies’ administrative conduct, with a particular focus on maladministration risks agencies should watch out for.

The purpose of this paper is to encourage public servants and agencies to discuss and think carefully about their activities on social media, and to help them recognise some of the issues and risks.
