Employer disability confidence is a concept being used increasingly in employment interventions and policies targeting the demand side of the labour market to support the employment of people with disability. This study aims to develop a conceptual model of employer disability confidence to fill in gap in current practice and literature.

This research identified several key policy and organisational barriers to people with intellectual disability transitioning to open employment. These included inflexible funding models and packages; lack of knowledge and experience of open employers; and insufficient training, pathways, and supports.

This paper presents a new model for Australian Disability Enterprises: the WISE-Ability model. The model articulates the organisational elements that build capacity of employees including pathways to open employment. The paper also identifies data from research about the funding barriers to transitioning employees from ADEs to open employment.
