This report sheds light on issues and common practice in the development and implementation of population outcomes and wellbeing frameworks with the overarching aim of informing a prospective population outcomes framework for the Tasmanian State Service (TSS).

As the size, composition and geographic distribution of the Tasmanian population is impacted by COVID-19, the Tasmanian Department of State Growth commissioned this research to inform its update of Tasmania’s Population Strategy.
