This report, produced by the University of Tasmania’s Institute for Social Change, was commissioned by the Tasmanian Department of Premier and Cabinet.

The report sheds light on issues and common practice in the development and implementation of population outcomes and wellbeing frameworks with the overarching aim of informing a prospective population outcomes framework for the Tasmanian State Service (TSS).

To identify common practice, this report reviews a range of frameworks and indices from around the world that seek to conceptualise and/or measure population wellbeing or comparable concepts.
