This report contains the Committee’s findings and recommendations in relation to the three Victorian Auditor-General reports. The Committee also investigated online gambling, which now accounts for the fastest growing gambling losses in Victoria.

This discussion paper draws on the findings of Victorian Responsible Gambling Foundation-funded and other academic studies, market research and public discourse, as well as policy and regulatory responses, such as the National Consumer Protection Framework.

It is intended that this publication will serve to increase the accessibility of valuable evidence and experiences to policy-makers within Australia. The University of Queensland and the Winston Churchill Memorial Trust also hope that it will encourage more partnership approaches toward developing public policy that are informed by broad groups of experts, including Churchill Fellows.

Following the 2021 Royal Commission into the Casino Operator and Licence, this strategy has been developed by the new Victorian Gambling and Casino Control Commission in order to shape a gambling industry Victoria that has integrity, is safe and is fair.

The Perth Casino Royal Commission's final report finds that Crown Resorts are unfit to operate the casino in Perth. However, the Commission stopped short of calling for Crown to be stripped of its licence, saying the operators should undertake remediation work to become 'suitable', and has called for an independent monitor to be established.
