Following the 2021 Royal Commission into the Casino Operator and Licence, this strategy has been developed by the new Victorian Gambling and Casino Control Commission in order to shape a gambling industry Victoria that has integrity, is safe and is fair.

Perth Casino Royal Commission: final report
The Perth Casino Royal Commission's final report finds that Crown Resorts are unfit to operate the casino in Perth. However, the Commission stopped short of calling for Crown to be stripped of its licence, saying the operators should undertake remediation work to become 'suitable', and has called for an independent monitor to be established.
