The reforms outlined in this strategy document reflect an industry consensus that was developed in close collaboration with government, industry and communities. Infrastructure Australia completed a comprehensive engagement program that targeted more than 6,500 community members and industry stakeholders across Australia’s cities and regions.

This strategy document builds on the work of the first cross-sectoral infrastructure strategy delivered in 2016, and presents a vision for a thriving, inclusive and sustainable Victoria over the next 30 years.

This research tests the usefulness of new datasets to inform the forward planning of social and community infrastructure in rapidly growing areas of Australian cities. It focusses on greenfield areas of Sydney, Brisbane, and Perth to demonstrate data sources and methods that can be replicated in other locations.

This inaugural strategy document sets the long-term strategic direction and initial priorities for infrastructure development in South Australia, which will be built upon in future iterations.

The strategy makes use of an adapted version of British economist Kate Raworth's "doughnut model". The model describes how societies and businesses can contribute to economic development while still respecting the limits of the planet and the community.
