This inquiry into procurement practices for government-funded infrastructure examines the context of the 'infrastructure pipeline' and industry’s capacity to deliver, while focusing on the role for federal government procurement in the planning, coordination and delivery of infrastructure projects.

A transformational change is needed in how we plan and deliver infrastructure in Australia. The reforms in this roadmap focus on changes to the way projects are procured and delivered, however the consequences reach into how an asset is managed, operated and maintained across its lifecycle.

Politicians are not supposed to spend public money to promote their private interest, including their private political advantage. This paper argues that avoiding such conflicts of interest would be more straightforward if the federal government stuck to its national role, and did its due diligence before spending public money.
