This submission highlights concerns that without due consideration of the complex nature of psychosocial disability, the proposed changes to the NDIS may reinforce inequities in access, increase unmet need and shift demand to acute, intensive and costly parts of the broader mental health system.

In mid-2025, meetings conducted in seven regional cities and in South East Queensland heard directly from frontline workers, community sector leaders and volunteers in the sector. This report collates feedback and data to provide an overview of emerging and growing challenges for the sector. The results show a sector in need of support.

This working paper provides a systematic assessment of Beyond-GDP indicators between 1972 and 2023, examining whether the frameworks adequately capture social services. The findings establish that Beyond-GDP measurement inadequately captures dimensions central to welfare state investment, providing an evidence base for developing more comprehensive social service evaluation frameworks.
