The purpose of this paper is to provide a brief overview of Australia’s existing national natural disaster arrangements. Australia’s natural disaster management arrangements reflect the federal system of government, which apportions powers and responsibilities between the Commonwealth and states and territories.

Each Australian state and territory has generic emergency and disaster response legislation which authorises officials to declare emergencies in a variety of circumstances and make orders to deal with an emergency. This guide explains the arrangements for the response phase, and identifies the various decision-making and advisory bodies.
