Description
The incident at Parkville youth justice precinct on 31 October 2015 had two primary causes and one aggravating factor.
Given that incidents involving client behaviour must be expected in any youth justice centre, the most significant issue in this assessment is the failure of infrastructure to be able to contain and cater for the increasingly complex clients being housed in Victoria.
The Parkville youth justice precinct has significant limitations.
