The analogue subscription television broadcast carriage service encompasses the terrestrial carriage of analogue signals used for transmitting a pay TV service, as well as the use (or potential use) of conditional access services. The service was declared on 1 September 1999 and is due to expire in July 2007. The ACCC commenced a review of the declaration in November 2006 with the release of this discussion paper.
