The Victorian Commission for Gambling and Liquor Regulation (VCGLR) is the independent statutory authority that regulates Victoria's gambling and liquor industries. In February 2017, the Victorian Auditor-General tabled the Regulating Gambling and Liquor audit report in the Victorian Parliament. The 2017 audit also included Victoria Police and the former Department of Justice and Regulation.

This follow-up audit focused on VCGLR only and assessed whether it has implemented the 13 recommendations made in the 2017 audit. Those recommendations covered four key areas, licensing processes, compliance, supervision of Crown Casino’s operations, and performance reporting.
