The purpose of this report is to summarise international best practices in tender evaluation, and the role and influence of price in determining tender outcomes in public sector construction procurement. It's hoped these lessons help guide practitioners in designing tender processes that allow them to effectively evaluate the public value and lead to better procurement outcomes.
