Position paper
Description

The paper identifies five pillars for health reform with associated policy costings and timeframes. It calls for immediate action to modernise Medicare and to lift public hospitals out of logjam. It also seeks commitments to address growing threats to private health sector sustainability with the establishment of a private health system authority and calls for a greater focus on preventive health by implementing a sugar tax. 

The call to modernise Medicare proposes a new seven-tier rebate structure to support patients to spend more time with their GP as part of a comprehensive approach to care. 

  • Pillar 1: general practice – modernise Medicare.
  • Pillar 2: public hospitals – new national health reform funding agreement to end the hospital logjam, ambulance ramping, and fix the surgery backlog.
  • Pillar 3: private heath – reform to promote affordability, sustainability and value.
  • Pillar 4: a health system for all – time to tax the soft drinks that drive ill health.
  • Pillar 5: a health system for the future – the right medical workforce at the right time.
