Description

This report outlines Australia’s comprehensive and globally leading approach to research security. However, it also makes clear that the threats that are confronting Australia are adapting, and so Australia’s approach will similarly need to adapt. The report argues that Australia’s research security posture must evolve, moving beyond the narrow lens of countering foreign interference and espionage to a broader, more integrated and risk-based framework.

Australia still lacks a clear, consistent national definition of ‘research security’ a gap that has bred confusion, resistance and fatigue across the university and research sectors. 

The report calls for a set of consistent, coherent and high-level principles that informs strong applied policy guidance. Below is a suggested set; each chapter of the policy brief explores specific recommendations to give effect to these principles.

  1. Establish clear, flexible and balanced research security policy (to achieve policy clarity).
  2. Embed ongoing, risk-based due diligence (to achieve cultural change).
  3. Develop a cooperative sovereign capability (to create a robust monitoring and coordination network).
