Description
This survey report examines community housing providers' practices, challenges, and capacity‑building needs for housing people with disability. It covers issues related to general community housing tenancies that include people with disability, and others focused on Specialist Disability Accommodation (SDA) funded by the National Disability Insurance Scheme (NDIS). It was sent to all Community Housing Providers (CHPs) in Australia. The report includes recommendations for priority areas for policy improvement.
The most significant challenges reported by survey respondents included:
- managing disruptive behaviours of tenants with psychosocial or cognitive disabilities
- tenants with disability housed in units that do not meet their physical accessibility requirements
- communication with tenants with cognitive disabilities
- coordination and communication with disability service providers.
Recommendations
- Make changes in housing regulation and policy.
- Improve information about applicants’ disability in social housing waitlists.
- Expand the stock of SDA.
- Invest in more social housing to reduce long waiting lists.
- Provide greater clarity on funding for modifications of social housing properties.
- Improve contact for maintenance and reduce delays in carrying out repairs.
- Improve urban design and planning to create more accessible neighbourhoods.
