In this background paper for the Housing Affordability for Lower Income Australians project, Judith Yates and Michelle Gabriel analyse new estimates of the numbers of households with affordability problems, assess which households are most at risk of having moderate or severe housing affordability problems, and provide an indication of the extent to which the assessment of affordability outcomes is affected by the measures employed.
