This study investigates the policy environment and accomplishments of emerging not-for-profit housing developers in Australia. The core purpose is to understand the current operating environment of these agencies and to identify directions for policy that could enable these or similar organisations to make larger scale contributions to the provision of affordable housing in Australia.
