This report argues that quantitative easing (QE) is an operating instrument for policy, rather than a monetary policy as such. As with policy conducted via official interest rates, QE’s effectiveness depends on the policy framework in which it is located, as well as how the policy is communicated and executed.

This report builds on the work of the first Australian National Outlook report published by the CSIRO in 2015. It is the culmination of two years of sophisticated integrated modelling and the expertise of many of Australia’s business, academic and non-profit leaders, to examine what kind of country Australia could be in 2060.

This report compares key measures of Australia’s health expenditure with that of other OECD countries during the period 2000–2016. Among 36 OECD countries, Australia ranked 12th highest in both population and Gross Domestic Product (GDP) in 2016. In total health expenditure, Australia ranked 11th.
