The purpose of this paper is to promote research on the reasons for the increase in the rise of people crossing the English Channel by small boat, to help form a firmer basis for a humane and effective policy response.

This paper reviews the literature and documented evidence on capacity and coordination issues in crisis situations, where social protection and humanitarian assistance intersect. The paper finds that while there is a burgeoning literature that mentions capacity and coordination, very little of this focuses on crisis situations.

The overall aim of this project is to better understand effective mechanisms for linking social protection programmes and humanitarian assistance. By providing clearer guidance about when, how and why different linkages might be considered, the project develops the theory, evidence base and operational guidance on how social protection systems and humanitarian systems can work together.

This publications outlines the findings from an in-depth case study of one rural community’s experience of settling Hazara people from refugee backgrounds. It provides analyses of secondary data, alongside qualitative empirical research with Hazara individuals and members of the broader Leeton community.
