This report is concerned with the nature of housing occupancy for households that rent, particularly low-income and vulnerable households.

Almost 497,000 low-income households are spending more than 30% of their income on housing costs, and are classified as being ‘in housing stress’. With 45% of low-income private renters and 42% of low-income mortgagees in housing stress, housing assistance is increasingly an essential ‘safety net’ for Australians in need.
