This book explores a fundamental problem that undermines the integrity, competence and trust in public institutions: the expertise deficit. It aims to contribute meaningfully to public sector reform efforts underway in Australia and globally, particularly with regards to capability development and leveraging diverse forms of expertise. It focuses primarily on the Australian public sector.

The New Zealand Productivity Commission engaged FrankAdvice to prepare this report setting out potential features of a learning system. The Commission intends to use this work to inform their findings and recommendations in relation to a stronger public management learning system.

This article describes how they think, how the COVID crisis has accelerated innovation in new ways of thinking, the use of metaphors to understand these processes, the role of democracy and civil society, and the new skills needed.

The Method is being published chapter-by-chapter via the Monash Bridges/Figshare platform over 2021. The aim the guide is to clearly explain the thinking behind the resource, and provide instructions on how specific tools within it can be used to design better behaviour change programs.

The report provides lessons and recommended practices for all those funding and designing social science research for development and seeking to maximise its impact beyond academia.
