Katrina Alford and Richard James explore school and vocational education opportunities for Indigenous people in the Victorian Goulburn Valley region, where educational participation and completion rates are poor.

Strategies that could boost successful vocational education and training (VET) participation include an education entitlement fund, stronger early literacy and numeracy programs, individual case management and greater involvement of the community in planning education programs.
