Description

This report explores how New Zealand could in future optimise the way health infrastructure is planned, delivered and maintained, based on learnings from the health infrastructure systems in Victoria and New South Wales.

Key recommendations

  • All Health NZ regions to develop regional asset management plans to enable them to realise the full value of assets over their lifetime and provide a basis for infrastructure investment. The HeaIth Infrastructure Unit (HIU) is to provide a common, best practice framework for these plans.
  • The HIU should continue to manage the development and ongoing updating of the National Asset Management Plan.
  • The HIU to develop and maintain an investment management framework to inform the prioritisation process that informs the 10-year Capital Investment Plan.
  • The HIU is to deliver new facility projects that have been assessed by the HIU as being, considering size, risk and/or complexity, in excess of a given region’s delivery capability. The balance of projects is to be delivered by the regions.
