This report examines law, policy and practice concerning homelessness in England from a human rights perspective. It highlights gaps between the UK’s international human rights commitments and its approach to homelessness at the domestic level. It also provides an overview of homelessness in England and locates it in the broader context of the country’s housing crisis.
