For Victorians to be the healthiest people in the world, we need a long-term commitment to public health and wellbeing. This is Victoria’s fourth legislated public health and wellbeing plan under Victoria's Public Health and Wellbeing Act 2008. This plan sets the direction for improving public health and wellbeing over the next four years. The plan provides a framework for coordinated action to ensure all Victorians have the opportunity for optimal health and wellbeing, so they can participate fully in their community, in education and employment.

Promoting health and wellbeing is a long-term commitment. The Victorian government's efforts to improve population health and wellbeing must continue to consider the places where we spend our time, and the diverse needs, experiences and identities of population groups, at different life stages.

In Victoria, the Public Health and Wellbeing Act 2008 gives state and local government specific responsibilities to plan for and contribute to protecting and improving health and wellbeing. The Act requires a State public health and wellbeing plan and municipal public health and wellbeing plans to be prepared sequentially every four years. These plans inform each other and provide the basis for an integrated planning approach in the state.
