Description

This evaluation assesses the effectiveness, efficiency and appropriateness of a two-year trial initiated in October 2021 of the Escaping Violence Payment (EVP). 

The EVP aimed to alleviate financial barriers for individuals leaving violent intimate partner relationships by providing up to $5,000 in assistance comprising cash payments and goods or services alongside 12 weeks of casework support. Delivered by the UnitingCare Network, the program was designed to be trauma-informed, culturally appropriate, and responsive to individual needs. 

The evaluation employed a multi-method approach, including qualitative interviews with clients and stakeholders, and surveys of frontline workers and clients. 

This evaluation found that by May 2023, nearly 19,000 individuals had received support totalling over $89 million, with an average payment of $4,224. Approximately 80% of clients self-referred to the program, highlighting the need for better integration with existing support services. It also concluded that the EVP was highly effective in supporting people to make choices about leaving violent relationships, but that there were challenges in the implementation and service delivery model.
